“I believe Europe should make an effort to fine tune reforms that not only confer effective decisional powers to the Union, but also its own Foreign Minister, a President elected directly and its own financial base. These issues could become the object of a referendum to be linked to the next elections for the renewal of the European Parliament. The acceptance of the model would be passed if the “double majority” is obtained by the States and the citizens’ votes. At the same time, the referendum would be binding only to those States within which a majority of citizens in favour of the reform has been recorded.”
