“Within the European Union it is necessary to form a central nucleus of countries that should take the initiative. It is conceivable that two concentric circles should take shape in Europe: a political core, a sort of “United States of Europe” with a surrounding confederation of States – this European project must be submitted to a referendum for all the citizens of the member States who participate in it; a referendum which in addition must be organised on the same day and at the same moment, as already happens now with the European elections.”
