“My proposal is as simple as it is radical: the Constitution, drastically reduced, should be submitted to approval once again, and not just by each Nation State on its own, but in all the member States on the same day. The advantage of this procedure would be that if a Country voted against the Constitution, it would also choose a postponed association to the EU. It would no longer be possible to say “no” and therefore to block the EU, without any commitments or consequences. An EU-wide electoral campaign would open citizens’ eyes to what they would actually gain if they joined together under European sovereignty.”
